Constitution of the World Dance Education Alliance
Part I General Provisions
Article 1 The full name of the Alliance is “World Dance Education Alliance” (hereinafter referred to as “the Alliance”), and the Alliance is abbreviated as WDEA.
Article 2 The Alliance is voluntarily formed by institutions and organizations engaged in dance education and training around the world. It is a collaborative innovation platform for worldwide exchange and cooperation in dance education and talent cultivation.
Article 3 The Alliance is built on mutual respect and equal cooperation, and promotes learning from each other’s strengths and pioneering innovation to develop voluntary cooperation among dance education institutions and organizations and jointly promote the development of high-quality world dance education.
PART II Organization
Article 4 The Alliance will establish a Council to be responsible for making decisions on behalf of the Alliance, including but not limited to, amendment of the Constitution of the Alliance; approval and disqualification of the Alliance membership; election and change of Council members; establishment of committees and offices related to advancing the work of the Alliance; guiding the work of different units of the Alliance; implementation of resolutions and decisions of the Alliance General Assembly; deliberating and approving the work report and work plan of the Alliance; studying and discussing the internal management system.
Article 5 The Alliance shall consist of the chair organization, council organizations and member organizations. The chair organization is the general convening organization of the Alliance, i.e. Beijing Dance Academy; in principle, the council organizations are the original founders of the Alliance and dance education institutions with great international reputation and influence; the member organizations are representative dance education institutions and organizations from all regions of the world.
Article 6 The chair organization of the Alliance shall assign a chairperson and nominate a secretary-general; each council organization shall assign one council member, among whom vice chairpersons will be elected. In principle, the chairperson, vice chairpersons and council members shall be leaders of the institutions or organizations, who have professional dance education background, or heads of dance schools (departments); the secretary-general shall be nominated by the chairperson and decided by the Council meeting.
Article 7 The Alliance Council shall have a secretariat. The Secretariat is the day-to-day office and liaison body of the Alliance, responsible for daily intersessional work and reporting to the Council. The Secretariat is located at the International Office of Beijing Dance Academy, and shall consist of a Secretary-General and several secretaries.
Article 8 The first Alliance Council shall be composed of the original founding organizations of the Alliance.
Part III Operation
Article 9 The Alliance General Assembly is held once a year, and convened and hosted by the chair organization. Its main responsibilities are to discuss the development strategy and work plan of the Alliance, evaluate the work of the Alliance, approve the amendments to the Constitution of the Alliance, and discuss current topics in dance education. The General Assembly is responsible for discussing and voting on important issues of the Alliance. If the number of affirmative votes reaches two-thirds, the resolution is passed and will be implemented.
Article 10 The Alliance is an open platform and is open to all institutions and organizations with dance-related education and training in the world. Institutions and organizations interested in promoting dance education are welcome to join the Alliance. Institutions and organizations wishing to join the Alliance shall submit applications, which are voted upon by the Alliance Council. Subsequently joining dance institutions and organizations have the same rights and obligations as the earlier ones.
Part IV Functions
Article 11 Establish an information exchange and sharing mechanism. All member organizations shall exchange and discuss important topics for the development of dance education internationally and major issues of common interest on the basis of mutual respect and equal dialogue. The Alliance will gather and integrate high-quality dance information resources from all parties, produce annual publications, explore to establish a world dance education information resource sharing platform, and jointly contribute to the development of dance education internationally.
Article 12 Establish a mechanism for joint student cultivation exploration. The Alliance will promote the cooperation of strong dance education institutions and organizations with complementary characteristics in the field of student cultivation, jointly exploring cooperation models for student cultivation and developing international dance artists suitable for the needs of the twenty-first century; advance the exchange of teachers, visits, and a two-way balanced flow of students between organizations, and carry out innovative exploration on student cultivation models.
Article 13 Establish a joint art practice mechanism. Create a dance practice platform to promote cooperation between dance education institutions and organizations in production, creation, performance, promotion of repertoires; facilitate interaction and cooperation between dance education institutions and internationally-known dance competitions and festivals, so as to provide more opportunities for students’ practices.
Article 14 Establish a mechanism for joint academic research on dance education. Establish a joint mechanism to facilitate all dance education institutions and organizations to jointly present academic seminars/forums on key and prominent issues in the field of dance education in various forms. Organize and carry out forum exchanges, including calls for the collection and selection of theme-focused papers as well as other activities to gather and summarize the latest achievements of world dance education and contribute to its prosperity and development; encourage academic cooperation and jointly apply for support for academic research projects.
Article 15 Build a talent sharing mechanism. Explore the establishment of relevant resource databases, and to carry out “International Dance Education Workshop Tours”, promoting teaching exchange among top dance educators worldwide; support and guide high-quality collaboration in academic research in dance education institutions.
Part V Rights and Obligations
Article 16 Each member organization of the Alliance shall enjoy the following rights and obligations.
(I) Rights of Alliance Members:
- All members can participate in the AllianceGeneral Assembly, listening to reports on the work of the Alliance, and enjoying the right to speak, make suggestions and vote on the agenda topics of the GeneralAssembly;
- Put forward reasonable and constructive opinions on the reform and development of the Alliance;
- Use and obtain useful resources from the World Dance Education Information Resource Sharing Platform sponsored by the Alliance;
- Apply to include their sponsored activities in the annual activity plan of the Alliance, and initiate and organize participation of member organizations through the Alliance platform according to the needs of the Alliance and its members;
- Equally enjoy all functions and resources of the Alliance provided by mechanisms such as the mechanisms for information exchange and sharing, joint student cultivation, talent sharing, joint art practice and joint academic research.
(II) Obligations of Alliance Members:
- Abide by the Constitution and relevant regulations, and implement the resolutions of the Alliance;
- Support the development of the Alliance and its member organizations, provide constructive opinions and suggestions, actively expand the functions of the Alliance, and take the initiative to enhance the social influence and reputation of the Alliance;
- Actively provide relevant information resources for the World Dance Education Information Resource Sharing Platform sponsored by the Alliance;
- Actively respond to the initiatives of the Alliance, participate in relevant activities such as the Alliance General Assembly, and engage in dialogue and cooperation with other member organizations;
- Facilitate and provide support for various work initiatives arising from the mechanisms for information exchange and sharing, joint student cultivation, talent sharing, joint art practice and joint academic research undertaken by the Alliance.
Part VI Supplementary Provisions
Article 17 Matters not covered herein shall be determined in the form of additional clauses after discussion and approval by the Alliance Council.
Article 18 The Secretariat of the Alliance Council reserves the right to interpret this Constitution.
Article 19 The Constitution shall come into effect after being discussed and approved at the Alliance Establishment Conference.
